MODULE 1. Simulation game. Rights and Responsibilities in Everyday Life. TALLINN

  • Language level required:
  • Location: Tallinna Rahvaülikooli Vanalinna maja, Vene tn 6
  • Time: 07.11.2026 kell 12:00 - 14:30
  • Format: Citizen Academy
  • Organizer: MTÜ Ida-Viru Noorteakadeemia

Do you know what to do if you suspect that your rights have been infringed? Who should you turn to if you run into difficulties when dealing with a public authority? How should you act in the event of a workplace or business dispute, or any other complex everyday situation? What are your rights and what are your obligations?

On 7 November, the Citizens’ Academy will hold a meeting in Tallinn entitled ‘Rights and Responsibilities in Everyday Life’, centred around a practical simulation game. We will split into groups and resolve situations based on real-life scenarios. We’ll discuss possible solutions, make decisions and see where and to whom we can turn with various problems. Examples include, amongst other things, dealing with local authorities and government agencies, as well as situations arising in working life or in private enterprise.

Mihhail Jakovlev, Integration Manager at the Tallinn Migration Centre, and communications expert Ivan Lavrentjev – who previously worked at the Tallinn City Office (2021–2024) and served as Mayor of Pirita District (2025) – will share their experiences and knowledge with participants.

You can look forward to two hours of practical discussion, problem-solving and new insights that you can apply in real life. The working language is Russian.

MODULE 1. Seminar. Estonian Values and the Constitution. MAARDU

  • Language level required:
  • Location: Maardu Vaba Aja Keskus, Keemikute 12b
  • Time: 18.10.2026 kell 12:00 - 14:30
  • Format: Citizen Academy
  • Organizer: MTÜ Ida-Viru Noorteakadeemia

What holds our state and society together? Is the Constitution primarily a document intended for lawyers, or is it a common agreement that affects our rights, freedoms and responsibilities every day?

This year marks 35 years since the restoration of Estonia’s independence. This is a good opportunity to look back at the formation of the Estonian state, but also to discuss the values that hold our society together today. What do freedom, democracy, human dignity and the rule of law mean to us? What role do national symbols and commemorative days play? Can people with different native languages and cultural backgrounds share a common understanding of Estonia’s fundamental values?

These topics will be discussed together with the participants by:
- Eduard Odinets – Chair of the Constitutional Committee of the Riigikogu (2022–2023) and Chair of the Legal Affairs Committee (2023–2024)
- Vladimir Arhipov – Member of the Riigikogu and Mayor of Maardu (1995–1996 / 2016–2024)

The meeting will take the form of an open discussion, giving participants an opportunity to ask questions, share their experiences and discuss what the Constitution of Estonia and our shared values actually mean in everyday life. The meeting will be held in Russian.

The meeting is intended for adults whose native language is not Estonian, who have been legally residing in Estonia for more than five years and would like to better understand their rights and opportunities.

🕛 Sunday, 18 October 2026, 12:00–14:30
📍 Maardu Leisure Centre, Keemikute 12b

The meeting will last approximately 2.5 hours and will include a coffee break. Participation is free of charge, but the number of places is limited and advance registration is required.
